New Challenges to International Trade of Forest Products

摘要: 伴随着林产品贸易规模的扩大, 中国林产品贸易环境面临不断恶化的风险。金融危机、森林认证和雷斯法案构成了中国林产品贸易环境变化的主要因素。如何应对林产品贸易面临的新挑战成为制约中国林产品贸易发展的首要问题。文中首先分析中国林产品贸易环境的构成因素并简要介绍各个因素产生和发展的背景; 在此基础上, 结合中国林产品贸易的实际情况, 对不同因素的影响分别予以分析; 最后, 针对贸易环境不同层次的特点, 提出应对国际林产品贸易环境变化的系统性的政策建议。Abstract: With the scale expansion of forest product trade, China is confronted by a deteriorating risk in terms of forest product trade environment.The financial crisis, forest certification and the Lacey Act constitute the major factors to the changes in Chinese forest product trade environment.So, how to handle the new challenges to international trade of forest products is the most important problem which constrains the development of Chinese forest product trade.The paper firstly analyzed the compositions of Chinese forest product trade environment, and made a brief introduction on the background of the generation and developments of various factors.On this basis, combined with the actual situation of Chinese forest product trade, the effect of different factors on the development of Chinese forest product trade was analyzed separately.Finally, in view of the characteristics of different levels of forest product trade environment, systematic policy recommendations on the change in the international trade environment of forest products were proposed.
