Systematic Advantage of Japan's Forest Owner's Cooperative and Cooperative Management for Collective-owned Forests in China

摘要: 日本森林组合历经100多年的发展, 在私有林发展中发挥了巨大作用。我国在深化集体林权制度改革的过程中, 可借鉴日本经验, 在明晰产权的基础上, 走联合合作的道路, 从分散的小规模经营, 逐渐发展为联合合作、专业化协作、组织严密、体系完备的民有林经营联合体。

Abstract: The forest owner's cooperative in Japan has a history of more than 100 years and plays an important role in private forest development.With the deepening reform of collective-owned forest tenure system, China could use the experience of Japan for reference, i.e.based on clear property rights, the tenure management combo for private forests should be developed, which features united cooperation, professional operation, strict governance, and complete system, instead of scattered small-scale management.
